Strengthening Ambulance Services Through Connected Vehicles: Suggestions on India's V2V Policy


India is steadily moving towards a connected mobility ecosystem.

The Ministry of Road Transport & Highways has invited public comments on its draft notification proposing Vehicle-to-Vehicle (V2V) Communication Systems, enabling vehicles to exchange real-time information for improved road safety, traffic efficiency and emergency response.

The proposal is an important milestone in India's intelligent transport journey. While much of the discussion has understandably focused on accident prevention and road safety, one aspect deserves greater attention from the healthcare sector—Emergency Vehicle Alert.

For hospitals and emergency healthcare providers, this is much more than a transport policy.

It has the potential to become a healthcare policy enabler.

Why This Matters to Healthcare

Every ambulance represents the beginning of emergency medical care.

Whether responding to a road accident, cardiac arrest, stroke or other life-threatening emergency, the first few minutes often determine clinical outcomes.

Reducing delays in ambulance movement can directly improve the chances of survival.

According to the Indian Council of Medical Research (ICMR), road traffic injuries account for more than 1.5 lakh deaths annually in India. Although there is no consolidated national estimate specifically measuring fatalities caused by ambulance delays due to traffic congestion, emergency medicine consistently recognises rapid response and timely hospital access as critical factors influencing patient survival.

The proposed V2V framework therefore presents an opportunity to think beyond connected vehicles and towards connected emergency healthcare.

Looking Beyond Emergency Vehicle Alerts

The draft notification rightly includes Emergency Vehicle Alert as one of its use cases.

The next logical step could be creating an integrated emergency response ecosystem where connected technologies support not only vehicle movement but also clinical preparedness.

A connected ambulance should eventually be capable of interacting with multiple stakeholders within the emergency care chain.

Some Suggestions from a Healthcare Perspective

1. Ambulance–Hospital Connectivity

Hospitals could receive advance alerts about incoming emergency patients, allowing trauma teams, emergency physicians or catheterisation laboratories to prepare before arrival.

2. Connected Traffic Management

Integration between connected ambulances and intelligent traffic management systems could facilitate dynamic green corridors, reducing avoidable delays.

3. National Interoperability Standards

Public, private and charitable ambulance operators should eventually operate on interoperable communication standards, enabling seamless coordination during emergencies.

4. Pilot Projects Around Major Healthcare Clusters

Pilot implementation could begin around major healthcare hubs such as Delhi NCR, Mumbai, Bengaluru, Hyderabad and Chennai before wider national rollout.

5. Future Integration with India's Digital Health Ecosystem

As India's digital health infrastructure continues to evolve, connected emergency transport could eventually integrate with hospital information systems and broader digital health platforms, enabling better coordination across the continuum of care.

A Multi-Ministry Opportunity

The success of connected emergency response extends beyond transport.

It calls for collaboration among:

  • Ministry of Road Transport & Highways
  • Ministry of Health & Family Welfare
  • National Health Authority
  • State Health Departments
  • Hospital Networks
  • Ambulance Service Providers
  • Technology Companies

Such collaboration could accelerate both road safety and emergency healthcare preparedness.

Final Thoughts

The draft notification marks an important step towards safer and smarter mobility.

From a healthcare perspective, however, its long-term success should be measured not only by reducing accidents but also by enabling faster emergency response, better hospital preparedness and ultimately saving more lives.

Connected vehicles can do much more than communicate with one another.

They can become an integral part of India's future emergency healthcare ecosystem.
